2017 IEEE Region 8 Director-elect candidate


The following activities have provided me with leadership experience, strategic management attributes, decision-making capacity, effective drive and management expertise to lead organizations to achieve and exceed goals.

I have extensive understanding of issues facing the IEEE; Region 8 in particular, and professional organizations in general. I have initiated innovative activities and led them to successful conclusion on most of the major IEEE Boards that I have served.

MMy experience of some thirty years as an IEEE volunteer, service on IEEE Region 8, and most of the IEEE major boards. This has given me familiarity with the strategic issues of concern to the IEEE, as well as the needs of IEEE Region 8 members, and has equipped me with the necessary background and experience to lead IEEE Region 8 to future growth and success.

Academic Leadership

I have been Deputy Principal, University of Strathclyde (2000-2006) - second to the University Principal (President), with senior management responsibilities including oversight of Lifelong Learning (Continuing Education), Entrepreneurship, Staff Development, External Relations and University-wide Information Technology Strategy. As a University Senior Officer, I have been involved in all aspects of university policy and strategy development, and have been responsible for the University's Centre for Lifelong Learning, which is one of the most successful in the UK. He has developed strategic directions and delivered high level policies for the growth and success of the University.

My contributions to organizational development, leadership, and executive direction, led the University of Strathclyde to achieve 'Investor-in-People' status in 1999 - a major external recognition of the University as an exemplary organization delivering Performance Excellence. Strathclyde was the first UK research university to receive this accolade. I established one of Europe's leading Research Groups in Signal Processing at Strathclyde, and was Department Chair (1990-1994), of one of the largest and most prolific Electronic and Electrical Engineering Departments in the UK.

Architect of the highly successful China-Scotland Signal and Image Processing Research Academy (SIPRA) in partnership with eight leading Chinese research universities and five keynote Scottish universities, to promote collaborative research, staff-student exchanges, joint workshops and conferences.

Member of the Review Panel for major industry-led EU sponsored programs, including ESPRIT, BRITE EURAM and FP5.

Industry Engagement and Directorships

I have been a consultant to industry, and advisor to various governments, including UK, European Union, The Netherlands, Portugal, United Arab Emirates and Hong Kong, on technical and educational matters for over thirty years.

I have promoted the 'Triple Helix' concept of industry, government and university interaction to achieve economic growth and success. I was the Executive Chair of the Triple Helix-VII International Conference held in Glasgow in June 2007, am currently Ex-officio Member of the Triple Helix Association Executive Committee, and Chair of the Future Meetings Committee, with oversight responsibility for international conferences and meetings.

I have been General Chair of the 2012 Triple Helix-X International Conference organized by the Ministry of Science and Technology, Government of Indonesia, Bandung, 8-10 August 2012.

This Board level experience has provided me with a unique skill set and negotiating capacity.

I have participated in major industry-university R&D Programs sponsored by the EU, including ESPRIT, RACE, BRITE-EURAM; comprising of large consortia of industry partners, and academia,; and I have supervised over sixty research contracts in the past twenty-five years.

My research has been sponsored by several industrial organizations and UK, US, and EU government agencies, the US Office of Innovative Science and Technology, and major companies in the UK,Europe and further afield, such as British Telecom, Barr & Stroud (now Thales), British Aerospace, Galileo (Italy), Philips (the Netherlands), Rolls Royce, GEC, and others.
